Don't give bananas, give mutes!

Like we all know, you can get banned if you swear in the game, but only and only if there is a moderator seeing it.
Whats the point of that?
On IRC it is normal to mute a person before a ban. 2 mutes and after that you get banned for a while, and after 2 bans you get perm banned. This is all very basic procedure on most of the communication systems around the web. Why does it differ so much in this community?
I think it is overwhelming the moderation staff to constantly unban people because some people said swear words. It's rather silly too, and gives an immature image of the staff and the community as well.
