This suggestion isn't new to choose a minimum XP value to be able to join a game.

But i would like to replace this for SKILL and creating a basic ruleset for Skill. For example maye +-500 allowed if you create a Game. Just my thoughts...

At least for the planned "rankend" matches.
This would be a good preparation of a future matchmaking system for ranked games.

+- 500 isn't a good idea i think. for example there might be some games when i want to play with rambo. I wouldn't be able to do this with the 500 skill limit. Why not simply make a xp and a skill filter? That would heart nobody.

500 is the border (you will not loose or gain skill if the better one wins)

You would be still able to play custom games together. It would be just for ranked Games.
