There is currently an option exclusively for Moderators to "Veto" maps, or "Vote them out" if they are not preferred.

(This ability is only available for Moderators, possibly because many ordinary people would veto too many maps simply because they would prefer a better map.)

My suggestion is: When a player reaches a high enough rank, the player will acquire the ability to veto a map.
