Maybe you don't have a PRO-Account?
Or you didn't install it right.
Put the .zip in ../CreepTD/themes
Then open CTD, click Options, then you search "Tower graphics theme" and click there.
There you choose: + Install a new theme and search for the .zip
After this close the options, and reopen then.
Go again to "Tower graphics theme" and take your fav. Tower-theme

You need CreepTDPRO to use some themes.
There are some user who are working on themes for everyone, so you can use them soon.
Knappes discription should help you to use themes like this:
